For improving vocabulary read more and more good stuff. The more you read especially novels and literary works, but also magazines and newspapers the more words you'll be exposed to.
Keep a dictionary and thesaurus handy. When you uncover a new word, look it up in the dictionary to get both its pronunciation and its meaning (s). Next, go to the thesaurus and find similar words and phrases and their opposites (synonyms and antonyms, respectively) and learn the nuances among the words.

Your query is difficult to understand. About scholarship, universities or colleges abroad provide scholarship to students they consider meritorious and brilliant. But most are applicable for full time programs and short courses. Banks provide education loans too and again not for short term courses. Rest, you have to meet the admission criteria which differs from university to university, depending where you want to study and what exactly you plan to study you have to take tests such as SAT ACT, IELTS, TOEFL, etc.
