This is somethings that we do not have clarity on. In some sections of the internet and media, it claims that the UGC expert committee had agreed to allow students to opt for one regular and another distance or correspondence Bachelor's program in 2013. But there is other news that says in 2016 UGC did not allow students to take two Bachelor's programs. So I would suggest you contact your university or college and discuss your dilemma. If the college or university has no issue then you can pursue it without any problem.

According to me, B.Com LLB will be good for you. It will as well as cover most of your subjects of CS.

You have not mentioned about the course and entrance exam name for which you obtained the rank. However if you are asking about the B.Tech programme of university of Calcutta, than as per the eligibility criteria candidate must have passed 10+2 examination under the West Bengal Board of Higher Secondary Education or even its equivalent with Chemistry, Maths and Physics with at least 60% marks in these subjects and must have cleared WBJEE. So you will not get admission here, because of not meeting the eligibility criteria.
