I'd suggest you to go and visit the campus once as it's 5 years of your life. But, if you're asking about the overall view of the college, it's still up and coming private university.

If I am being frank, it'll be quite difficult for you to get a good college with this rank, especially for someone from outside Delhi. Still, in case, you want to put down college preferences for IPU, just comment and I'll send you the list of college with courses.
