No, you can not take admission in JNU without appearing in the CUET-PG entrance exam. According to JNU's admission policy, admission to the M.A. In Urdu course will be based on results from the NTA's CUET (PG). You will need to appear in CUET-PG and thereafter in JNU PG admission counselling to get admission. The admission department will publish a merit list on the basis of CUET-PG scores. Then shortlisted candidates will have to visit the university for document verification. The core course is mandatory, and elective courses are ones that you can choose. Therefore, you can do a Master of Arts in only one core subject of your choice. For instance, you can do an M.A. in anthropology. You need to have completed graduation to be eligible for admission to master's courses. You can do Masters from top colleges such as BHU. You can either take direct admission or take the CUET-PG exam to get admission into top central universities such as JNU, BHU, and CUH.
