You are eligible but admissions will be very competitive since universities in Germany admits profiles with scores as high as 90%. You must put extra effort on your SOP and also the LORs submitted by your professors must be exceptional. Besides, you have to show enough academicals work such as projects, research, etc.

Since German universities are highly competitive, you must bring good grades in your B.Tech, above 75% is the least. Work on building your academic profile, research work, publications, etc. Take your IELTS and German language certification. For more information you may check the DAAD website.

Work experience is not required for MS programs. If you have experience it will be a value add but its not compulsory. So, there is nothing to worry about. Your profile is decent, for maximising admission prospects a very strong SOP and LORs would be required. Please take your IELTS if you haven't. Knowledge of German language will be again a value add.

The main criteria to study in Germany is to have very good academic scores. 55% is not even recognized there. Please check universities in other countries like Australia or even SPP colleges in Canada which requires a minimum of 55%. You may also try Belgium, Italy, etc. but not Germany.
