Germany is very competitive and you must have excellent academic grades. Compared to Germany, Ireland would be easier if you are an average student. As an international student you must submit a valid IELTS score. For further requirements you must visit the universities. Kindly, check:

MS CSE in Germany is better in comparison to MS in USA universities because expenses to study in Germany are much lesser. Also, Germany is more liberal in work visa for those who graduates from German Universities in comparison to USA. USA H1 visa is based on lottery system and there is no guarantee that student will be able to work there for long time.

TOEFL or IELTS exam will help you in getting the student visa, so you must take either of them. Some universities may accept the certificate but it is better to take a standardized test.

75 to 80% in Bachelor's with IELTS 6.5 or TOEFL 550 is accepted. Other than that, you need research, publications etc. and recommendations from your professors or employer with a CV to apply.
