3.0 out 5 is the average, chances could be there but not in the TU9 universities. If they are impressed with your research profile which may include research-oriented work, publications, etc., they may consider.

No, if you pursue your medical from UK, USA, Canada, Australia and New Zealand you are not required to take any screening in India. All PG qualification are eligible for registration and practice in India. Visit MCI link: https://goo.gl/5SK1ml

UK has an option to study PG MD/MS without any entrance examination. Only IELTS is mandatory requirement. As per Govt of India Gazette:
