Both these options have pros and cons. MBA will make you a generalist but perhaps will take you top position. MS on the contrary will make you Excel technically. I feel with your non-technical experience, you should go for MBA only.

US may have many reputed universities, but I would suggest Germany. Germany is a mecca for this sector. German universities require high intellect students, if you have distinction throughout, then you should try for Germany. Post study work options are also better.

(a) High Academics performance or records in undergraduate studies.
(b) If the course is taught in German, then proof of the proficiency in the German language. If the course is taught in English, then proof of proficiency in English by TOEFL or IELTS score.
(c) Some universities require GRE score
(d) With relevant work experience in the field of further study chances of selection increases

Yes, many IIT's have part time programs for students to do their MS.

Yes. It is possible to drop MS. Of course, you will have to fulfill other conditions if any of this institute before joining. It's a good institute to pursue MS.

Yes, you can always pursue engineering abroad. However, in the majority of cases, somebody has to fund your expenses during the duration of the course. Fee is about 5-8 Lacs.
