You may check PG Diploma or graduate certificate programs. Your profile is not suitable for MS programs from a highly ranked university. But research well, you may find options. It depends on your field of interest if you have a keen interest in business/finance/economy than MBA is a good option. If you want to continue in the technical field than M.Tech is a good option. If you want to work for MNCs than MS is better. M.Tech and MBA have few premiere institutes which will offer best courses and placements. MS, on the other hand, will be different in courses/curriculum but it's easy and its cost is at par with that of a top B-School.

Which college will admit you is very hard to answer. You also did not specify the country. You can check the university websites for admission requirements. They also mention the average GRE scores of admitted students in recent years so you will have an idea.

It's very hard to say which university you will get admission in. Admissions are based on the university's selection criteria and the student's profile. If they like your overall profile one of the top 20s may take you in. Check university's websites for admission requirements and average GRE scores of admitted students in the civil engineering MS programmes in last years.
