Among all the universities you mentioned SJSU and UTD are kind of reputed in comparison to the others. So, you should actually target them well or accept their offer if you get one. Since these are not the tier 1 universities, you should be able to apply to them latest by April or May. Please check the university websites for deadlines, they are clearly mentioned. Apply to all the universities, it is wise to shortlist 5 to 6 universities in total. Wait for the offer.
