It's hard to say as it will depend on how you improved and what the selectivity criteria of the college is. 15 backlogs is a big number. Your overall application package will be checked, recommendation letters will be checked and also your SOP.

According to me, taking IELTS exam and scoring well in it can get you a good scholarship. Achieving more than 85% in IELTS and TOEFL gives you a good scholarship, however, you also need to have a good academic score too, generally more than 75%. The amount or percentage of scholarship depends upon the university. Some universities may provide up to 80% of scholarship and also a job in the university itself like a research fellow or a lab assistant, etc.
Recently, my friend got the admission in Texas University and he got 80% of scholarship, he secured 89% in IELTS and 82% in his academics.

Munich Technical University, Germany is the top university in Germany for the same. The cost would be around 50p to 1000 euro per semester.

A Bachelor's degree in the respective stream and an IELTS or equivalent score of 6.5 band is required.

Both ME and MS degrees are similar post-graduate degrees in the field of engineering. Most of the foreign universities award MS degree and Indian universities award ME or M.Tech degrees in the field of engineering. Brand value of a university matters more in comparison to the name of degree for further career scope and opportunities.

MS Ramaiah is getting the highest salary package. It is around 12 LPA. They are flexible and offer dual specialization. You can also opt for the specialization based on your interest.

MS has more value, but you need to clear some exams. Anyway, go for more references and take the further step in your career.
