Dear Sathiya,
Getting into an English taught program would be difficult owing to the competition. However, if you gain B2/C1 level German fluency, you may try courses that are taught in German language as they are less competitive.

It will be difficult to find programs with full scholarships for international students, but many have at least partial tuition scholarships for top applicants.
I'd definitely recommend considering Illinois Institute of Technology's Master of Data Science. (http://science.iit.edu/programs/.). In my entirely unbiased opinion, the program provides a very strong technical education in the field, while also teaching communication, management, and teamwork skills that are essential for real-world work in the field. Chicago is also a great city to live in while you are working on your degree.

Hello,
With regards to PR, Australia is the better option. The country also offers work permit to international students. The University Of Melbourne, The University Of Sydney and The University Of New South Wales are world known. It is however a well known fact that USA is home to all the top universities. But there is little chance of PR options.

It is more or less same, so you can choose any one of them. You can get decent salary package after the completion of PG from NICMAR (as per country standard), but if you opt for MS in the USA, Canada or Australia, then it will give you fruitful results.

For all countries abroad you require GRE and TOEFL score for MS degree.
There are a lot of courses in Germany which are in English language. Please check on masterportal.com
