Hi Sunil,
Work experience is not required. What you need is a good GRE score, something above 310 will be decent enough. TOEFL would be required as well.

Both M.Tech/MS and MBA are good career options after engineering graduation degree. M.Tech/MS will make you a specialist in chosen field and you can make career as a technologist. You may seek admission in M.Tech/MS if you are technically inclined. If you are not technically inclined then you may opt for MBA and become a generalist. Currently scope of MBA is wider but slowly industry has started paying good salaries to technologist also. If you can afford MBA & MS abroad you may go ahead. You may evaluate USA, Germany and Australia universities for higher education.

Yes, you can apply for admissions. Whether you will be admitted or not is a decision which would be taken by the university. Your gap period, its genuineness and academic record will be evaluated for the same.

You can check the admission requirements of the university you are applying to. Certain universities require applicants to mention the specialisation at the time of application. In this case, you must mention about VLSI. If not, there is no need to specify.

Getting a free seat is almost a 'no'. You must be extraordinarily bright to get into a national university with no tuition fee. Unfortunately a score of 6.4 is very low. If you can manage to get a CGPA of at least 8 out of 10, chances of admissions would still be there in a few universities. But, tuition fee is anyways minimal in Germany.
