All German universities are good. Check out the TU9 which includes TU, Munich and Berlin as well as Heidelberg University. You can also opt for RWTH Aachen.

Yes ,you can apply for MS in Australia. You need to clear your backlogs first. I am not sure that you can get admission in a good university.

Hi Prince,
Scholarships are awarded on merit-basis, if you have a good profile you can expect for financial aid. Go through the university websites, the financial aid sections for details.
To pursue MS in US take the GRE and TOEFL.
To pursue MS in UK, take the IELTS or TOEFL. GRE is not required for UK universities.
Always check university websites for admission requirements as they differ.
