Reputation of the universities matter a lot while getting a job. You can manage to find a job if you are graduated from a decent or average university. But it'll be very difficult to get a job if you are graduated from a below average university. So, choose the best one.

On the contrary ME /M.Eng tends to be focused in meeting needs of engineering intending to further broaden their knowledge and tends to be often a mixture of engineering and business class. You have an excellent CGPA and decent GRE score. Unfortunately it might not be possible for you to get into TAMU College station with a GRE score of 308. Also you have a plain profile, which might be a barrier for TAMU. Definitely you can try for Arizona and North Carolina universities. Apart from these, you can also try Rutgers the state university of New Jersey, University of Illinois at Chicago, University of Michigan, Ann Arbor, University of Maryland and few more good universities
