For educational loan, you may check with banks like SBI, HDFC, AXIS etc to see if this course qualifies their list or not. Otherwise, try through scholarships as it's a course in demand and many universities offer scholarships for Masters course.

Technical University of Munich, Technical University of Berlin, RWTH Aachen University and Esslingen University of Applied Sciences are well known for its automotive engineering programs though all universities in Germany are world class and competitive. Standardized exams are not required as such, but you can consider taking the GATE or GRE if your academics are not too high. IELTS or TOEFL must be taken, check if the programs are taught in German, if yes you must have German language knowledge. Most of the programs are taught in English nowadays.

Hello,
Are you referring to aeronautical engineering? I don't think there is any program called MS in aeronautics.
Please check University of Sydney, University of New South Wales (UNSW), RMIT University and University of Adelaide. They have good programs related to aeronautical sciences. Check if the programs are open to international students.
Regards

Migration completely depends on the college or university and your first year marks should be good for the same. You must contact the concerned authorities for detailed information.
