It depends upon your interest, if you want to explore your managerial skill in infrastructure sector, then go for MBA, or if you want to explore your technical skills and explore the world then go for MS, both have great reputation in the construction field, now it's your choice.

Dear Minkal,
MS stands for Master of Science. They are research oriented degrees, theoretical in nature. If you are interested for MBA, you must go by the way of work experience or look for low ranked universities, which is not recommended. MS Management degree are also abundant in UK, these degrees are designed for freshers and you may consider the same.

Obviously, most of the reputed universities abroad ask for students who have completed their studies in colleges or universities approved by AICTE and have NAAC grade A.
You have to consider this if you want to go in a good university further for MBA/MS.
If you are capable enough getting 85-90% from a college then it will work otherwise take a reputed college and score at least 75%, it will be more valuable.

If you want to study in the best universities in USA, you need to pay a hefty amount as education is not cheap in USA. But there are some universities which provides education at a little cheaper fees which include:
University of Utah
University of Texas at Dallas
University at Buffalo
Texas A&M University
As a second option, you can consider about studying in Germany. It is the best place to study mechanical engineering without any tution fee. You will need to spend only around 15 lakhs. All the best.
