Hi Amritesh,
To answer your query.no, you cannot apply for PhD as German Universities do not recognize Diplomas. You would have to do MS first.
Secondly, yes there are scholarships. Here are a few links which would help you understand the scholarships and the cost of studying in Germany!

Agents are direct representatives of universities. It is better to apply through them because they counsel you and help you decide the correct course and university. they help you get admission. Most important they guide you get the visa. They don't charge anything for this services because they are paid by universities .

international students will not be accepted for part time course. First you have to get a job and go to Singapore for work.
instead you can do masters in avionics or airport management course in UK. you can register for pilot training simultaneously. There are courses offered with pilot training also.

International students will not be accepted for part time courses. You have to take up full time course to get the student visa to enter into Singapore. You may not have aerospace or aeronautical courses in Singapore. you can try in Ireland where you will get up to 50% schorlaship in Limerick University

Hi, check the top universities of Singapore NUS and NTU. They are selective universities and usually higher grades are preferred. Scholarships again are on merit basis and depends on an individual application package. Please visit the websites and prepare for your application according to their requirements.
