Yes, M.S. Ramaiah College of Arts, Science and Commerce does offer a course in BA Journalism, which is a 3 year full time degree course. There arena't many government colleges in India which offer undergraduate course in Mass Communication. However, there are a few which will offer you journalism courses. The only difference would be that these courses would be strictly inclined towards journalism and not much towards other genres of mass communication. Now to answer your question, below are few government colleges which provide the same:

2. Delhi College of Arts and Commerce (DCAC)

To be eligible to apply for Master in Journalism and Mass Communication at PSG College of Arts and Science, you need to be a graduate in any stream from a recognized University. In order to pursue a course in photography, there is no eligibility criteria as such except that, you should have cleared your class 12 from a recognised board of education. The only possible requirement from the teaching college might be that you should possess a DSLR camera.
