Yes, M.S. Ramaiah College of Arts, Science and Commerce does offer a course in BA Journalism, which is a 3 year full time degree course. Hi Namita,
There arena't many government colleges in India which offer undergraduate course in Mass Communication. However, there are a few which will offer you journalism courses. The only difference would be that these courses would be strictly inclined towards journalism and not much towards other genres of mass communication. Now to answer your question, below are few government colleges which provide the same:
1. Lady Shri Ram College for Women (LSR)
2. Delhi College of Arts and Commerce (DCAC)
3. Indraprastha College for Women (IP College)

In order to pursue a course in photography, there is no eligibility criteria as such except that, you should have cleared your class 12 from a recognised board of education. The only possible requirement from the teaching college might be that you should possess a DSLR camera. There are Bachelor Degrees in Travel and Tourism. Opt for them. Keep Your Mass Media SKILLS active. Otherwise, you may do courses in Photography as well. Symbiosis Pune has one such course.
