Postgraduation is the minimum eligibility criteria to become a lecturer. Once you complete the postgraduation with minimum 55% aggregate marks, then you are eligible to appear in lectureship eligibility test I. e. UGC NET Exam. The UGC NET (University Grants Commission National Eligibility Test) is conducted by the National Testing Agency to choose the deserving candidates for lectureship in India's reputed institutes and colleges. The candidate who qualify UGC NET Exam can also avail the Junior Research Fellowship for research work. DU is central university, they have better exposure, better students because of cutoffs and awesome campus life especially in North Campus. PUs citation was ranked as the best in Asia. DU might boast of its high cutoffs but students at PU are better (atleast they aren't nerds). DU might boast of notable alumnus, but Dr. Manmohan Singh (one of the most intelligent Indians alive) is a PU alumni.

Yes, you can migrate from one college to another college only the case when another college is affiliated with the same university. Otherwise, your one year will be wasted. For migrations, you will have to check when your college accepts migrations.
