Yes, you can do that, but getting into a Canadian university is often costly and difficult. You should have at least 75% in your degree. Any work experience would also be helpful. Get a good IELTS score (7 band or more). And then apply in Universities. The waiting period for universities is around 3 months.

First of all, your UG Degree should be completed without any backlog remaining, so first clear all your backlog. To pursue Masters in United States you have to appear for entrance exam for various universities, like MIT, University of California.

For doing Masters in labor laws you will have to first do LLB. You can do it from distance. See this link and apply suitable filters
https://shiksha.com/searchLayer. If you don't have time, you can do a course from swayam, but do it after November/December as 4 new codes will come, which will repeal all the current acts.

BBA complements MBA: The basics of MBA are taught in BBA moreover as a BBA graduate it will be easy for you to relate to the basics that are taught in MBA. However specialization should be choose on the basis of your interest. You can choose HR as you specialization even if you had a different specialization in your BBA degree.
