You just have to check the eligibility of the college you wish to apply for which is usually your graduation score.Hence, on the basis of your graduation marks, you can qualify for PG course.

You cannot pursue two regular courses at once. You should be doing either one of them through distance. And for admission in Germany, I would suggest choosing a university first that you want admission in and then decide on what to do to be eligible.

PG Diploma is pursued only after graduation, and not after Diploma. Diploma by itself is considered equivalent to class 12th. You can only pursue 'Post Diploma' or Bachelors after a Diploma.
