It depends on college to college. Basically, you require 50% in graduation and GMAT CAT MAT ATMA XAT score card for applying to most of the b schools.

You need to work hard and ensure that your overall percentage in B.Com is over 50%. Since 50% is the minimum admission requirement for MBA in absence of it will be difficult for you to appear for CAT. So please focus on your studies and get more than 50% marks in B.Com.

For OBC category, the cut-off will be around 85 percentile. So, calculate accordingly.

If your certificate is approved by the state government then it will be valid in that particular state. If your certificate is approved by the central govt., then it will be applicable or valid in anywhere in India.
