Hi Sahil,
Yes, you can start your business in small scale industry in mechanical engineering. See, there are various schemes are running in the country for start ups. You avail loans at minimum rates from banks also. You should plan your project, because you have explain everything when you will visit the bank for loan purposes. You should be clear about what is your aim with this start up.
