There is no certain percentage requirement for Diploma and the fee structure will change according to institutions. Government institutions are cheap and the private ones are very costly.

Presently in India, job prospects in this branch are quite low. Students are getting placed in routine mechanical engineering jobs. However, after four years, when you pass out, situation may have changed.

1. Pass JEE Mains and Advance
2. Spend 1 year in a college in India
3. Go for Studienkolleg in Technical University of Berlin
You need to prove your knowledge of German by passing Testdaf exam with good points. If you have fulfilled the criteria then apply via university assist.
