Yes, you may get admission after completing 3 years of Diploma in engineering, you are eligible for taking admission in the 2nd year of BE (Bachelor of Engineering) and B.Tech (Bachelor of Technology).

You should gain some experience before going for production and maintenance department, because that kind of position requires experience. You can find you suitable jobs in naukri.com by uploading your resume in it. This is the best way I could suggest you.

Hi,
To be honest, the scores aren't good enough for you to get into a decent college. With your work experience being not too much, you can still put in more efforts and try next year once again. By then you'd have even longer work experience and another chance at having better scores. Mechanical engineering is best suited for NITIE and IIT Mumbai. You can try for JB or even PUMBA for that matter if you want to stay in Pune.

If you want to do B.Tech in Germany I would like to suggest that you go with Automobile. Because Germany is itself famous for Automobile, if you complete B.Tech high chances are there that you will get placed there itself.

Admission to this course is based on the marks obtained in 10th. Interested candidates can apply online with required information.
Basic eligibility to pursue this course is that candidate should have passed 10th from a recognized board, with a minimum 24 months of relevant work experience. Course is also offered in fast track mode with duration of 12 months.
