Andhra Pradesh EAMCET 2019 qualifying percentage of marks is 25% of the maximum marks. There is no minimum qualifying score prescribed by JNTU for those candidates who belong to the reserved category (SC/ST). However, such candidates will be allotted admission only to the extension of seat reservation and you may use this college predictor.

With this rank he can get any good IIT and topmost NITs. Actually if you want to know in details about the closing rank of top IITs and NITs, it'll better if you go through josaa site for OR( opening rank) and CR(closing rank) trend of previous 3 years.

Yes you can go to Germany but you have to learn German language and clear the paper along with GRE to pursue Masters.

Firstly, hearty congratulations for getting a seat in IIT Tiruapti. The Mechanical Engineering branch has a great scope at IIT Tirupati. You will get a highly qualified professors here. I would like to tell some pros of taking mechanical engineering at IIT Tirupati. The student strength is less so you don't have to face competition as much in other colleges. The professors are highly qualified. Some of them are retired from old IITS like Kanpur and Madras. The new faculty is also highly qualified and helping in nature. They are always ready to help you. Eligibility criteria here is the Qualification of grade 12th with minimum aggregate marks of 60%. Mandatory Subjects are Physics, Chemistry, Mathematics
Candidate must have secured minimum 60% marks in mandatory subjects and must have studied English as a subject either in Class X or Class XII with securing at least 50% marks.
Other eligibility criteria
Candidate must have 6/6 vision in both eyes and color blindness is not permitted.

Yes, Germany doesn't accept students who have done Diploma from India. Give IELTS exam and try to get certification in German language in order to be eligible for every university as some university teaches courses in German language.
