A tip - before zeroing on the countries and colleges, decide what to study. You will be the best person to know which course will be suitable for you. You may want to do an MBA or pursue your M.Sc. You may also want to do a Masters in Engineering Management. Analyze the career options and outcomes and see what you may want to do in future. Go through the programme syllabi, specializations etc. And select your choice carefully.

Hi Sivakumar, IELTS or TOEFL will be required by all foreign countries to check your English language abilities. Some universities can waive it off and depends on the student's individual profile. Many universities also have pathway programs in English inplace of IELTS or TOEFL. Since there is no particular country which won't require IELTS you have to contact the universities yourself and ask them if they waive the IELTS or TOEFL for you. Everything will depend on their rules and regulations and your academic strength.
