Hello Siddharth,
As you have not given any entrance examination, you won't get any government college and your class 12th marks are not good too. So, I recommend you to drop this year and prepare well again. Reappear for class 12th examination to score good marks and then appear for the competitive examination so that you get good government colleges.

The ranking of colleges offering MBA courses is published by 'Shiksha' on it's relevant webpage. However, if you want admissions in Maharashtra then you should refer to the website of 'DTE'. If you score well in entrance exam then you can get admission to any college you desire.

It depends on your interest. Where do you see yourself in future? If you want to run a business organisation then go for MBA. Otherwise, if you have interest in teaching field or govt. jobs then you may go for M. Tech, but as per the current scenario, MBA has a better market value.
