For IT and CSE I must say Bangalore is best but when it comes to mechanical engineering both the cities have same scope for placement and job preferences. Just think of a good college in Bangalore or in Bhubaneswar.

As an engineering graduate I don't want to suppress your dream but engineering career is money making process for private colleges. If you really want to go in the field of engineering then try for IIT and AIEEE. In my opinion you shall take admission for B.Sc and prepare for government exams and if you are interested in private jobs then pursue B.Sc and job oriented course.

Mechanical is a better branch than electrical in terms of opportunities and placements. If you don't have any special interest in any of these go with mechanical.

Mechanical engineering is one of the oldest and reputed courses of Thapar University. It is ABET accredited which adds a great deal to its value. Overall, this university ranks amongst top 20 engineering colleges in India with placements better than many NITs.
