Yes, I think you can get admission into this college because Netaji Engineering Colleges ranked after Techno India in West Bengal.

Dude the best college for you will be LPU.You can also get it from COMEDK colleges and colleges in Noida. They offer distance learning option in their college.

Yes, there are plenty of govt. jobs available for mechanical engineers. You can get it either by competing through ESE or through GATE.
You can get place in the navratna companies like NTPC, BHEL through GATE score.

The right time to start preparing for GRE & TOEFL is actually from the pre final year of your course. Because it helps you to practice more and do good at the time of examination. Also, most of the admission process in foreign universities will start right after the completion of your final academic year. So, you will not get time to prepare for the exam if u start late than this time.

I think Bharathi Vidyapeeth University to pursue mechanical engineering would not be a good option. Since this is a deemed university that also adds to reason of not selecting it.And also its placement is not so good as they say.Their facility that they should provide to students are also not so good.So you can think of other options too and consider it only as your last option.

You can try job through RRB for Railways, SSC, State jobs etc. You can take training from NPTI, For design courses from any CITD ( Central Institute of Tool Design) etc.
