Your question is difficult to answer but from my point of view
mechanical of NIT-Durgapur is more famous.
I can't say about civil in VNIT but if you are looking for mechanical then there is no good option rather than mechanical from NIT-Durgapur.

Yes, you can pursue B.Tech after completing Diploma in mechanical engineering. Various colleges provide B.Tech lateral entry scheme in which a Diploma holder can take admission in directly 2nd year of B.Tech.

Keeping it simple for you. The best college for mechanical engineering would be Shivalik College of Engineering.
In this college, you will get more exposure in all terms better than CVRCE.

Mechanical engineering seems to be one of the most sought after branches in India at the time of admission. This choice is motivated by core Govt. jobs for mechanical engineers, PSU jobs and automobile sector which attracts students and parents alike.
If your interest is in automobiles, I think Chennai/Bangalore/Pune/Gurgaon might be the place to be in currently. Company websites & LinkedIn pages to look into Ashok Leyland, Titan, Hyundai, Tata Motors, BHEL, GE. You should check out Cummins (Pune), Mercedes Benz Research(Bangalore), Tata Research (Bangalore) in case your thrust is in research and will definitely have an imm
