It depends on your interest as all are good at their places but what is your interest does matter. You have choose best college to do engineering of your interest and I would recommend to go for UEM Kolkata (http://uem.edu.in/uem-kolkata/) as it has good placement assistance.

Hi Vishal,
Singapore, Canada, Germany, NZ are some of the best student friendly places. For post study options NZ, Germany, Canada, Australia are very good. Australia is also abuzz with Indians but living cost is high. These countries also have good opportunities for mechanical engineers. Please see here if you can find options. You haven't mentioned your academic details so check the requirements on university websites itself.

Yes, you can apply. You may not get through a top ranked university, but you will have options. Also, for your gap, it will depend on its nature. If you gained work experience, it will be good for you. Admissions will also depend on your SOP and LORs and the university's selectivity.

RWTH Aachen, TU Berlin, University of Heidelberg etc. are some of the well-known Universities. You can check DAAD website for programs and universities offering programs in English.
