Yes, you can take admission for degree in mechanical engineering in Mumbai through lateral entry program. You have to give exams and fill up the forms to get admission.

Some universities allow non CS graduates to do M.Tech in CSE but they have to clear CS paper in GATE. GATE is very competitive and you will have to be top of exam to seek admission in M.Tech CS.

Aeronautical engineering is an interdisciplinary branch of engineering. You are eligible for doing M.Tech in aeronautical engineering after BE in mechanical engineering.

The term graduation means Master's degree abroad. You can enroll into a PG course only after you complete your Bachelor degree. Admission process and requirements will depend on the country and university. International applicants must take IELTS or TOEFL to meet language requirements. Kindly, decide where to apply and then visit university requirements on their websites.
