Hello Atiq,
Yes, you can but for that you have to ask college administration. Will they allow you or not? Normally there will be no problem because 1st year is almost same in all branches of engineering.

University change or college change is completely dependent on university and college norms. Some universities allow it and some won't, plus you need to have good scores to apply for the same.

NITs currently do not have provision for lateral entry admission in B.Tech for Diploma holders. You can seek admission by appearing for JEE in first year of engineering as you have done class 12th.

It entirely depends on your interest, if down the line you see yourself at a managerial position and you think you are more inclined and more interested in studying management, you should go for MBA.
But, if you feel you are more interested in learning the technicalities and want to improve your technical skills by learning the nitty gritty, then you should go for M.Tech. So, it entirely about your interest and what you would enjoy learning more.

If you are interested in technical field then go for GATE, many PSUs recruits on the basis of GATE scores. If you are interested in business and management field then MBA is a good option, you can write CAT/XAT/MAT/CMAT for the same.

Hello Vishal,
I am sure by now you would have registered already for GATE 2017. Syllabus for mechanical engineering is also available. Previous year's question papers are also available. You will notice that questions invariably cover complete syllabus. Out of this, you will like some and not like some. But, you must prepare for all. That is the only key to crack this exam.

It is hard for you as you have 11 backlogs and your IELTS score is less. So, chances of visa rejection are more.
