For MS in the US, you will need to take GRE and ten shortlist universities which offer MS in Mechanical Engineering. All top Universities in the US offer MS. The fees varies from Rs. 30 lakh to Rs. 45 lakh per year. You can also look for Scholarships.

Yes, you can but for that you have to ask college administration. Will they allow you or not? Normally there will be no problem because 1st year is almost same in all branches of engineering.

But, if you feel you are more interested in learning the technicalities and want to improve your technical skills by learning the nitty gritty, then you should go for M.Tech. So, it entirely about your interest and what you would enjoy learning more.

I am sure by now you would have registered already for GATE 2017. Syllabus for mechanical engineering is also available. Previous year's question papers are also available. You will notice that questions invariably cover complete syllabus. Out of this, you will like some and not like some. But, you must prepare for all. That is the only key to crack this exam.
