In my opinion, Thapar is better. But the fees of thapar is very high. If you can afford going to Thapar, it would be a better choice according to my knowledge.

I suggest that you try to take some employment in an industry of your interest. You may then puck up specialised short term course to enhance your knowledge. this may help.

UIC has an edge over RIT in the ranking. Rest you can check about the expenditure and faculty and decide.

Once you have cleared Diploma with 80% marks, one arrear should not be problematic for lateral entry into BTech Aeronautical Engineering.

If you have done or going to do B.Tech(Mech) than you should be going with M.Tech as it will give you more opportunities than M.Sc. Also M.Tech is considered to be more job oriented than M.Sc. After M.Tech you can choose teaching profile, corporate profile or even research work. So in my opinion M.Tech will be a better option. Suggesting some universities -
