All India quota is for the students who are of other states. There will be reservation for that state and students alone and will not be reserved for other specific state, that's why they made it all India.

Again, I would like to tell you now NEET's cutoff matters everywhere, either private or government and even in the abroad colleges. Yes, chances are comparatively higher to get admission in private medical colleges in India.
