Your chances of getting NIT is very low. Your category rank should be below 4000 to get NIT.
However, you can get a seat if there are any NITs in your state (home state) based on home state ranks.
You may refer below for the official opening and closing ranks for each NIT in the 7th round of counselling:

No, NITs and IITs don't accept MAT scores for admission. It is compulsory to have a valid CAT score to get admission into IITs and NITs for MBA programs.
