The definition of best varies from person to person , go with the one in which you have the maximum interest. Civil engineering has more scope in India as compared to petroleum engineering

First of all you have to mention whether you have appeared in CBSE or state board exams. Also it depends on which category you fall(general, OBC, SC or ST). However it is nearly impossible to say if you will get petroleum because as of now neither all India rank is available neither ACPC rank.

Hello!
The branches you mentioned are quite different. Both colleges are good and in terms of fees they are more or less same. If you are interested in Coding opt for CSE and if in earth sciences and mechanical section opt for petroleum.
I don't know about placement scenario of RVC but placement track of UPES is very good.
Hopefully this may help. Choose wisely. For further queries please comment.
