Yes, you can.
But, it mainly depends upon the college. Many colleges give you a chance to select your subjects.
In General, there are 5 subjects and you have to choose one from physics or chemistry as honours paper and then second paper is another subject among these above 2. Then English is compulsory in many college and one regional language and fifth subject you can choose among the choice provided by the college.

2. S. Hands Physics Class 10 - Part 1 Paperback
3. Physics Foundation Course for JEE/NEET/Olympiad - Class 10 Paperback
4. Mastering numericals and objectives of Physics by Stalin Malhotra (McGraw Hills Publications)

Germany is inexpensive and you can get many scholarship available. UK and USA are expensive but getting a scholarship is useful.
