Explanation is just for your reference to make you understand the concept. When you talk about 12th board physics the question paper consists of derivations and problems to its tip and very less questions on explanation. But chemistry part 1 paper is some what like physics but part 2 has major theory which you can prepare by making charts for organic part. But you must read the explanation too just to clear your concepts. Don't by heart it.

Yes you can, it depends on the college and course mapping of the program that you are pursuing and the university that you wish to opt for.

You have to qualify in both the subjects if you want to pursue engineering. You have no other option.
