To study in USA, you must take the SAT and TOEFL, so prepare for the same. You must focus on improving your overall profile vey importantly because American universities don't just look at the percentage.Take part in extracurricular activities, if our want to study political science and then show some solid project work, articles, blogs, etc. that you may have written or taken part in. Your hobbies will also count.

As a rule of thumb no. But there are some courses at PG level where there is no graduation. In such cases any graduation will do. A doctor or an engineer both can apply.
I suggest you download brochure of IGNOU & YCMOU. Pl study eligibility for MA in different subjects and you will realise what I mean.

Popular countries for studying international relations apart from Canada are Australia, UK, USA, Netherlands and Germany, career includes political analyst, intelligence specialist, etc. It won't be easy to get a job abroad directly after graduating here, some good work experience, project works abroad, etc., would be required.
