Listen there is less seat ( 5seats for general , 1seat for ST , 1seat for sc and 2seats for obc) for outside Delhi Student as compared to delhi based students . Admission to pusa is completely based on the following factor :
In Which branch you want admission .
In which shift you have to take admission .
which category student you are ( general ,ST ,SC, OBC) .
If you are from general category then you need rank under 200 for branches like ELECTRICAL , MECHANICAL , CIVIL basically for core branches and for branches like ECE AND AUTOMOBILE AND CIVIL CONSTRUCTION you need rank under 500.

No IGNOU does not provide ITI . But you can do some similar Certificate courses. One of the bid disadvantages of IGNOU is that there will be No Practical Knowledge. And for ITI one need practical knowledge.

Sjce introduced extra 60 seats last year and kcet did not publish the final cutoffs (3 Rd special extended round ) results online , as per my knowledge from various friends . Compare the seat matrix of 2018 vs 2017 and you can see how many new seats are added ,thereby deciding the branch to choose and cut offs
EC was available till 3.5 to 4k (GM)
CS was available till 2.5k(GM)
ISE was available till 4.6k (GM)
Eee was available till 5.5k (GM)
Mechanical till 7.2k (GM)
Cut offs were increased due to extra 60 seats added. This created a ripple which affected all branches cut offs
So this year cs might stand somewhere (2.3 to 2.5k)

First of all the region of your polytechnic must be selected because it might differ from place to place talking about specifically Gujarat polytechnic colleges when I completed my 10th standard the admission here were done on the basis of marks of English, Maths and science and then we were given ranks on basis of this score. If your total is 250+ then you have high chance of getting govt polytechnic for general. Do not know exactly about other categories. But your minimum must be 230+ then it may fetch you a govt polytechnic.
