Admissions are of course given based on the merit list of the candidates drawn by this directory based on the marks of 10th. Nowhere does it say that this is the cut-off below which students need not apply. By looking into the website of the concerned institution you will come to know perhaps another important aspect which is a closing percentage which will give you an idea about your chances of getting admission.
