Yes, you can study abroad. But, everything will depend on the eligibility criteria of the universities. International applicants must also take some exams like SAT TOEFL etc.

It is very good that you are keen to learn technical subjects. In your area where you want to reside check for the colleges which are good at academics as well as in placement (jobs opportunity). In between ME/CS you can carry CS if you have interest in computer language and coding. For mechanical it will be better that you should have good hand in mathematics because ME course has number of numerical subjects. Good luck.
