Almost every state has its own set of rules and procedures. Some states conduct entrance exams while others admit students based on marks of diploma. DTE if your state will give you correct picture.

Diploma imparts skills required for job. 12th prepares you in theory. If finance is not permitting then go for diploma, get some job, or at that point in time get bank loan and complete degree.

If you mean MPC as +2 board with physics, Chemistry and Mathematics combination, I will say, that it is a better option. After +2 with PCM, appear in JEE mains or state joint and go for B.Tech in your preferred field.

These days every teaching establishment particularly those teaching skills have placement cells. It's need of the hour. Of course how effective are government colleges is debatable.

Normally speaking, change of branch is allowed till last round of counselling. You can change your branch and college also during this period. But, after the end of counselling it's not possible.

Change of stream is normally allowed till counselling is continuing. You may change your branch to another one in subsequent rounds if seats in desired branch are available. Afterwards it's not possible.
