I recommend taking a drop. Because few colleges don't accept Diploma (polytechnic) students into 2nd year. So, your options after polytechnic will be limited.

Yes, you can pursue film making after polytechnic.
You can look at the following options to study in the field you desire:
1. New York Film Academy.

The value of 3 year polytechnic Diploma is even more than class 12th. If you want to pursue engineering after completing your Diploma, you will be given direct admission in the second year of engineering.

Hi,
Is this diploma after 12th or graduation? You may either try for credit transfer and complete your degree in CSE or look for similar programme of higher level to improve your expertise. Most of the universities offer Pre-Master's programme, so look for that.
