Both are same.
Polytechnics are educational bodies that impart higher study programs to aspirants. They offer technical degree programs and are much in approach. They offer centralized programs, which can be completed within practical shorter time period. Polytechnics offer industry specific courses, which allow them to obtain rewarding careers with in short time duration.

The college which you will get depends on the percentage you got in 10th standard. There are no engineering or Diploma colleges in Chintapalle. To pursue Polytechnic, you have to go to Vishakhapatnam. Vishakhapatnam have good polytechnic colleges. There is also a Government Polytechnic in Vishakhapatnam.

You have to qualify the entrance exam of polytechnic colleges where you can want to get the admission, all state having their separate exam for polytechnic, you can visit online form for that.

The eligibility depends on the type of course that you wish to pursue, the details of some courses is stated below:
Diploma Class 10th pass from a recognised board with minimum 40% marks.
Bachelors Degree: Class 10+2 examination with at least 50% marks.
Post-graduation degree: Bachelors degree from a recognised university with at least 45% marks.
Graduate & PG programs may also require you to appear in entrance exams such as NCHMCT, AIMA UGAT, E-CHAT etc.
