Universities are approved by UGC only. Technical Colleges require AICTE approval and registration. So, there is no problem with your Polytechnic Diploma. It will be considered valid for higher education.

According to my point of view, 11th 12th is a better option because after 12th, you can pursue B.Tech and got good package. Also, if you are capable, but in polytechnic, you can become junior engineer.
