No doubt, IITs are the top government funded institutes of India. NITs follow IITs and are next best in Engineering. So, if you are targeting top-10 institute than you must target these institutes. You need to sit for JEE-Mains and score good to have a chance for NITs. For IITs you need to first qualify JEE-Mains and then JEE Advanced.
