Hello Sandeep, PEC Chandigarh was established in the year 1921. It has very good academic reputation not only in North India but throughout India. It's ranked consistently quite high in ranking by different agencies. It's part of JoSAA for admissions. Due to all these factors closing ranks are quite high. You have to score more than 170 in JEE to get any of given colleges.

NIT Jalandhar cut off for B.Tech ECE and ICE for year 2018 in HS quota for female is as under:-
ECE Opening and Closing ranks was 15073 and 26395 respectively.
ICE Opening and Closing ranks was 26395 and 34659 respectively.
PEC closing ranks in ECE in year 2018 was 17523 maximum Closing rank.
So yours rank should be below the 20000 for admission.

I think you should ho with NIT Kurukshetra as it is a reputed and prestigious institute of the country and would surely provide you all round exposure.
